Europe is asking more from plant breeding than ever before. Varieties are expected to help farmers adapt to climate change, use nutrients more efficiently, cope with fewer crop protection options, support biodiversity goals, and maintain high-quality production in increasingly uncertain conditions. In earlier articles in this Seed Sector 2045 series, we explored how climate adaptation is becoming a new breeding baseline and how low-input farming is changing plant breeding in Europe. Together, these trends point to a demanding question: does Europe give plant breeders the environment they need to deliver?
Europe has many strengths. It has experienced breeding companies, strong public research, sophisticated farmers, high-quality seed systems, diverse crops and demanding markets. Yet competitiveness is not measured by ambition alone. It is measured by whether ideas can move from research to breeding programmes, from breeding programmes to registration, and from registration to farmers’ fields fast enough to matter.
Europe’s Breeding Paradox
Europe’s breeding paradox is clear: the continent wants more sustainable, resilient and lower-input agriculture, while farmers and breeders often operate with a more constrained toolbox. That toolbox issue is not limited to seed regulation, but extends to crop protection, variety registration, data requirements, market access and the political acceptability of new technologies. The question is not whether Europe values innovation, but whether Europe can organise itself, so innovation reaches the field at the speed of the challenges. For breeders, that is becoming a strategic issue rather than a technical detail.
The shrinking toolbox is especially visible in crop protection. Europe is demanding lower emissions, reduced chemical inputs, improved biodiversity and greater climate resilience, while farmers face slow approval processes and fewer available solutions, a concern captured in our article When Red Tape Chokes Green Progress. This does not mean breeding should be expected to replace every other agronomic tool, because genetics cannot solve everything alone. But when other tools become slower to approve, harder to access or more politically contested, varieties are expected to carry more of the burden.
The political debate around farming in recent years has underlined the same point. Policy ambition must be workable on farms, because innovation only matters if farmers can integrate it into viable production systems. Here, the narrower point is that a competitive breeding environment must be judged partly by whether it helps farmers manage real-world constraints.
Europe’s Strengths Should Not Be Underestimated
A balanced view starts with Europe’s strengths. European breeding is not starting from weakness, and the region has internationally competitive companies, strong specialist breeders, public research institutes, advanced variety testing systems and high standards for seed quality. It also has diverse production environments, from northern cereal systems to Mediterranean vegetable production, and from potatoes to forage crops, ornamentals and high-value horticulture. That diversity is a challenge, but also a competitive asset.
In cereals, competitiveness increasingly depends on yield stability, disease resistance, grain quality and nutrient-use efficiency. In vegetables, breeders face demanding markets where quality, shelf life, resistance traits and production reliability are essential. In potatoes, late blight, heat, water stress and reduced crop protection options make resilient genetics increasingly strategic. Europe therefore has the knowledge base to remain a leading breeding region, but the risk is that this capability becomes harder to translate into timely innovation.
NGTs: A Turning Point, Not the Finish Line
New genomic techniques (NGTs) are the most visible test of Europe’s breeding competitiveness. After years of debate, the EU has adopted new rules for plants obtained by certain NGTs, with the regulation entering into force in July 2026 and applying from July 2028. That is a major shift from the previous situation, in which Europe’s regulatory framework was widely seen as poorly aligned with the scientific reality of modern breeding. It opens a new chapter, but it does not automatically guarantee competitiveness.
The details will matter. Implementation will determine how category 1 and category 2 NGT plants are interpreted, how national authorities apply the rules, how guidance is written, how patent transparency works, and whether smaller breeders can navigate the system in practice. The Commission’s NGT implementation strategy is therefore not a bureaucratic footnote, but part of the competitiveness story. The debate around the 20-nucleotide threshold illustrates why technical details can have practical consequences for breeding innovation.
The point is not that Europe should lower its standards. A credible system must maintain safety, transparency and public trust. But high standards and slow processes are not the same thing. If implementation becomes too complex, unpredictable or costly, the new framework may open the door only partially.
PRM Reform and the Route to Farmers
NGTs are only part of the picture. Plant Reproductive Material legislation also matters because it shapes how seed and varieties move through the market. The recent agreement on new PRM rules is intended to modernise EU seed legislation, improve legal clarity and make the system more suitable for innovation, digitalisation and future agricultural challenges. Earlier analysis of PRM and the wider context showed why this file matters for traceability, biodiversity, food security and market functioning.
This is a crucial competitiveness issue. Breeding innovation is only useful if improved varieties can reach farmers efficiently, while maintaining quality, identity and trust in the seed system. Europe needs rules that protect seed quality and the internal market, but also allow enough flexibility for new breeding methods, digital tools, locally adapted materials, organic production and diverse market needs. If PRM reform becomes too burdensome, it could slow variety access; if it becomes too loose, it could undermine trust and market integrity.
Speed Is Now a Competitiveness Factor
In the past, Europe could perhaps afford slower regulatory change because breeding cycles were long, markets were relatively stable, and the main challenge was continuous improvement. That world is changing as climate volatility increases, pest and disease pressure shifts, farmers face higher costs, and technology cycles move faster. Breeding innovation now includes genomic prediction, gene editing, high-throughput phenotyping, data platforms and artificial intelligence. This does not mean every technology should be adopted without scrutiny. Europe is right to maintain strong safeguards, especially where public trust and food-chain acceptance are involved. But in 2045, competitiveness will not only depend on who has the best science. It will also depend on who can move that science into farmers’ fields fast enough to respond to climate, disease, input and market pressures.
That is where Europe must be honest with itself. If approval systems, guidance documents, variety registration processes or policy uncertainty slow down innovation too much, investment may move elsewhere. Breeders may continue to operate in Europe, but the most dynamic development work could shift to regions with clearer timelines and easier market access. A competitive breeding environment must therefore combine caution with speed, rather than treating them as opposites.
How Europe Compares
The EU is not operating in isolation. England has created a separate route for precision-bred plants, while divergence within the UK and between the UK and EU remains a practical issue. Switzerland is exploring new breeding technologies cautiously, including field trials with late blight-resistant cisgenic potatoes. These examples show that neighbouring jurisdictions are also trying to balance scientific progress, public acceptance and regulatory control.
Beyond Europe, the United States has taken a more product-oriented approach for certain modified plants that could otherwise have been developed through conventional breeding. China treats seed innovation as a strategic priority, with strong emphasis on domestic breeding capacity, germplasm use and biological breeding. Several Latin American countries moved earlier towards product-based approaches for certain gene-edited crops, giving developers clearer pathways in specific cases. The comparison is not about copying another model, but about recognising that global competitors are not waiting.
Europe has its own values, farming systems and political context. That is legitimate, and it should not be dismissed as a weakness. The practical test is whether Europe’s model can combine trust, safety and speed. If it can, Europe could remain highly competitive; if it cannot, the gap between ambition and delivery may widen.
Investment, Talent and Policy Coherence
Competitiveness is not only about regulation. It is also about research investment, talent and policy coherence. Plant breeding requires long-term commitment, because breeding cycles are lengthy, returns are uncertain, and the cost of modern R&D keeps rising. The call for stronger plant breeding research investment reflects a wider concern that Europe’s expectations for innovation must be matched by public and private support.
This matters because Europe wants breeders to deliver many things at once: climate resilience, lower-input performance, disease resistance, nutritional quality, biodiversity compatibility and sustainability benefits. Those expectations cannot be met by regulation alone. They require research infrastructure, public-private partnerships, skilled breeders, data specialists, pathologists, agronomists and regulatory experts. They also require a policy environment that gives companies, including smaller breeders, the confidence to invest.
Intellectual property also belongs in this competitiveness discussion. If Europe wants breeders to invest in long-term solutions for climate adaptation, lower-input farming, disease resistance and food security, innovators need confidence that their work can be protected and rewarded. At the same time, IP rules must remain understandable, workable and trusted, so that protection of innovation is not perceived as a barrier to access. Good IP frameworks are therefore not separate from Europe’s breeding competitiveness; they are part of the infrastructure that makes innovation possible.
Policy coherence is equally important. Europe cannot treat NGTs, PRM, plant health, crop protection, intellectual property, research funding, sustainability targets and trade rules as separate compartments. A breeder developing a disease-resistant potato, a nutrient-efficient wheat or a resilient vegetable variety experiences these files as one operating environment, not as separate policy debates. That operating environment will determine whether Europe’s ambition becomes competitiveness.
Preparing for the Next Two Decades
For seed companies, the message is clear: do not wait for perfect policy clarity. The companies best prepared for 2045 will be those that understand regulation, public affairs, research partnerships and market needs as part of breeding strategy. This may require stronger internal policy awareness, closer engagement with public research, and better evidence showing how varieties contribute to sustainability goals. It may also require more flexible R&D footprints, especially for companies active across regions where regulatory pathways differ.
At the same time, not every company can track every EU file in detail. Smaller and medium-sized breeders will often rely on national and regional seed associations, as well as European-level representation, to interpret new rules, identify practical implications and provide a collective voice in implementation. That role may become more important as NGT, PRM, crop protection, IP and sustainability files increasingly interact. Competitiveness will depend not only on individual company strategy, but also on the ability of the seed sector to organise, explain and defend its innovation needs collectively.
Europe still has the ingredients of a world-class breeding environment. The question is whether those ingredients can be combined into a system that is fast enough, coherent enough and attractive enough to keep innovation moving. The goal should not be lower standards. It should be better alignment between Europe’s ambitions and the tools needed to deliver them.
So, what does this mean for seed companies?
- Work through national, regional and European seed associations to follow NGT, PRM, IP, crop protection and variety testing implementation, especially where individual companies lack the capacity to track every detail alone
- Strengthen regulatory intelligence, public affairs and policy awareness as strategic functions, whether in-house or through collective sector structures
- Build evidence showing how varieties deliver value under European conditions, including climate resilience, lower-input performance and disease resistance
- Develop partnerships that connect breeding, public research, farmers and value-chain sustainability demands
- Consider diversified R&D strategies where regulatory timelines and market access differ across regions
The question is no longer whether Europe has the breeding talent to compete. It is whether Europe can create the conditions that allow that talent to deliver.
